I love free software you can use online. BeFunky’s Cartoonizer does what you see above: turns your pictures into cartoons.

Just upload a picture from your hard drive or straight from your webcam and have fun!

Try clearing your temporary internet files, cookies etc. and see if it works then. I just tested it and it’s working.
