The default clock? Is it not visible?

In Windows 7 the System clock will not update. Stays at 8:30am all day unless I go and manually adjust it. Also if I open the clock settings and hold down the mouse buttong the second hand will stop and the clock never changes but if I move the mouse around the seconds hand will move and the clock will keep time until I stop moving the mouse with the settings open. MS Flaw???
